EXTERNAL BARRIERS AFFECTING THE EDUCATION SUCCESS IN RUSSIAN SCHOOLS

Abstract:
Analysis of foreign practice in taking into account the socio-economic background of the school has shown the importance of assessing the influence of external factors (barriers) that are objectively formed not only by the special needs of the student, but also by the special needs of the family and/or community in which the particular student lives and is raised. In addition, there is an additive effect for these barriers, i.e. they increase the impact on the education success depending on the number of students in each particular class and school as a whole.

Teachers and school administrators, being able to assess the impact of such barriers on the educational success, can fill up additional needs and remove barriers to learning in the regular classroom, neutralising the influence of the external environment, for example by supporting motivation to learning, making the learning environment more comfortable, selecting appropriate learning technologies. Educational authorities will be able to form personalized financial support for students and teachers as well as develop training programs to specifically educate teachers to deal with contingent with different barriers / obstacles to learning.

The aim of this study is to develop a mechanism to quantify the external factors (barriers) that have a significant impact on the educational success. The construction of quantitative estimates is based on methods of factor analysis, data visualisation and frequency analysis using contingency tables. The empirical basis of the article is the data of a study conducted in educational organizations of the general education system in Tomsk Region (data as of 2019, n = 122,281 students from three hundred schools).

As a result of our research, we have formalized a mechanism for collecting and processing the primary data required to calculate the index of external school context (a mathematical model of the interaction of external factors / barriers) in the regional information systems. We have developed an algorithm for analysing the index values and forming recommendations aimed at reducing the existing barriers and highlighting the advantages in the management of a resilient school.
