Abstract:
The work is devoted to the scientific substantiation and description of the model and principles of functioning of the educational environment necessary for the formation of a teacher’s electoral culture, as well as consideration of the possibility of its implementation. The core of the developed pedagogical concept is a model of the formation of a teacher’s electoral culture, which reflects the main idea of the concept and is a set of four interrelated and interdependent blocks - methodological, representing factors of formative influence, approaches, principles and pedagogical conditions that need to be created for the process to be effective; target, revealing the hierarchy of goals and the ensuing tasks in the formation of electoral culture; meaningful, reflecting the content of the process of forming a teacher’s electoral culture; technological, representing the process part of the technologies for the formation of electoral culture. A model of a special cross-multilevel educational environment for the formation of a teacher’s electoral culture and an algorithm for its functioning have been developed and justified. We consider the special educational environment we offer as cross-multilevel, since it contains not only components, but also levels of their implementation, and interaction in the environment occurs not only at levels and between components, but also at various levels of components. We also define it as special because it has a narrow focus on the formation of a teacher’s electoral culture and, at the same time, allows us to solve many other problems related to various aspects of personal development. In the structure of the model, each component is considered at the actually existing global, regional, local and individual levels. The principles of functioning of the educational environment, the rules that reveal compliance with each principle, are formulated. It is described how the proposed special cross-multilevel educational environment is implemented in practice. The functions of a special cross-multi-level educational environment are defined: explanatory and advisory, culture-forming, informational, scientific, each of which is subordinated to a single global goal - the formation of the electoral culture of the teacher, but has its own specifics associated with a certain type of activity. The specificity of the educational environment lies in its orientation, in working with a special contingent - teachers, in its multifunctionality, in taking into account the traditions and specifics of electoral culture in the regional space, in the increased requirements for communication of those who study in it. A model for the formation of a teacher’s electoral culture, consisting of four blocks, has been developed and justified. The principles of implementing the model for the formation of a teacher’s electoral culture are formulated and justified. A system of criteria and parameters for determining the level of formation of the components of electoral culture using appropriate diagnostic materials has been justified and developed. As a result of the implementation of the general development program “Formation of the electoral culture of teachers” in intervention group1 there was an increase in the number of teachers with a high (+9) and average (+20) level of formation of electoral competence, in intervention group 2 – +9 and +19, respectively. Changes in intervention groups are greater on average by 6.25.
