Abstract:
Teacher abuse is highly prevalent but remains undetected and underreported.

The American Psychological Association [1] published an article which revealed that 80 percent of teachers surveyed were victimized at school. Yet, the issue is generally ignored or underreported by media and given inadequate attention by scholars. Espelage[2] said that a detailed analysis of the problem does not exist.[3].

This study aimed to critically analyze House Bill No. 58 or the Teachers Protection Act utilizing the methods of descriptive survey and argumentative research. It was conducted in Pasay City with four participating schools and 80 teachers as the primary respondents. The results showed that teachers experienced verbal, psychological, financial, and physical abuses. The bill focused mainly on students’ discipline and classroom management through a student manual. The provisions specifically stated measures to protect students yet did not present safeguards for teachers against violations of their rights.The researchers recommended revising the bill to align with the teachers’ protection and cover them from possible and experienced abuses. The suggested manual should be designed which can be used by all schools in the country.
