Abstract:
Results of evaluation of professional activity of teachers at secondary schools are used to make many important managerial decisions. The results of the evaluation can be used for decision-making, the teachers concerning certification, career advance, material and moral incentive. As the teacher is a key figure in training of children, it is important to provide an objective evaluation of his professional activity. Traditional methods of evaluation of professional activity of teachers at schools in the Russian Federation lag behind the best world practices long ago. They are based on the analysis of huge volumes of statistical information and reduction of number of criteria, which open the moment of professional development of teachers. According to research, the evaluation of teachers' professional activity at schools of the Russian Federation is often biased. Besides, in the process of evaluation professional activity, it is necessary to deal with large volumes of information and unstructured databases. It affects objectivity of evaluation and influences the quality of managerial decisions. Therefore, there is a need in search of new scenarios of evaluation of professional activity of teachers at schools of the Russian Federation meeting the modern international standards.

The purpose of the study is to develop and approbate technology for an objective and impartial evaluation of the professional activity of teachers of secondary schools. The methodological basis of the study was the principles that reveal the specifics of the application of the information system to support the decision-making process. The developed technology was tested in secondary schools of Chelyabinsk region of the Russian Federation. The study involved 1247 heads of secondary schools. The research methods were: talk, oral poll, expert poll.

The technology of objective and impartial evaluation of professional activity of teachers is based on the following provisions: the object of evaluation is not a teacher, but his/her professional growth and professional activity in dynamics; a large number of indicators are used to gain complete idea of all parties of professional activity of a teacher; well-tried and valid diagnostic remedies are applied; at evaluation of professional activity of the teacher the opinion of school students and their parents is considered; progress of school students forms an obligatory part of evaluation of professional activity of the teacher. An automated information system has been created for realization of technology. Its functions are: storage and data processing of teachers’ professional activity; formation of analytical and statistical reports; safety of information; localization of the processed personal data; web-work; ensuring work of the user of a personal computer; simultaneous execution of operations by different users.

By results of experimental approbation of technology, possibilities of the automated information system to support the process of making effective decisions are revealed:
a) certification of school teachers;
b) movement of personnel within the organization and their assignment to new positions;
c) placement of personnel in the organization according to their readiness and psychological qualities;
d) delegating additional authority to teachers; e) presentation of teachers for awards.
