Abstract:
Modern governments and organisations are interested in the formation of integrative forms of capital: human, social, symbolic, etc. However, in a digital society, all these forms are based on the need to create and develop digital capital. A university is an organisation that is directly involved in the process of creating digital capital and transforming it into social and organisational.

The purpose of the article is to study the main ways to support the creation of digital capital by Russian universities.

Research methodology. The theory of digital capital by P. Bourdieu, the theory of human capital, the concept of the information society are used as methodological foundations. The main methods are the analysis of theoretical sources, regulatory legal documents, statistical data.

The results of the study indicate a strong influence on the process of creating the digital capital of public policy in the field of education and the digital economy. The lack of digital infrastructure in settlements, digital literacy among certain categories of students or university staff leads to a deepening and widening of the digital divide. It is concluded that the creation of digital capital for students of various fields is uneven. The presence of a university development strategy, its inclusion in-state programs, getting into international rankings leads to the formation of great opportunities for creating students' digital capital. The methods of creation are the presence of distance educational forms, massive open online courses, subject to the availability of competence and readiness of employees and students to use ICT in the educational process. The mechanism for creating digital capital can be a creative digital environment, the presence of scientific, technical, and production organisations at universities, developed digital communications, networks for communication, and joint spaces (coworking spaces) for students and teachers.
