Abstract:
Supporting innovation in the higher education sector is an important part of the national education policy. Modernization of STEM education is an important problem faced by many national systems of higher education, including Russia. Universities go to great lengths to improve the quality of their STEM programs. In Russia, the existing problems and contradictions of engineer training cannot be resolved simply by adopting new models and techniques. Therefore, it is necessary to look at the institutional conditions for modernization of the current STEM education system in a particular country or region.

This research aims at analyzing the institutional conditions that affect STEM education in Russia, in particular adoption of new formats and methods of training in Russian regions. The research uses the results of the secondary analysis of the data obtained from the surveys of Bachelor's students majoring in STEM at the Ural Federal University and the Higher School of Economics’ expert survey of business executives.
