TRAINING OF A NEW GENERATION OF ENGINEERING CADRES IN POSTGRADUATE STUDIES: THE RESULTS OF TEMPUS PROJECT

Abstract:
One of the priority projects of the Government of the Russian Federation, aimed at reforming the engineering doctoral program, was the international project Tempus "New Model of the Third Cycle in Engineering Education Due to Bologna Process in BY, RU, UA” (NETCENG) (2014-2017). The mail objective of the project is the development and implementation of pilot programs of the third engineering cycle in engineering, in accordance with the Bologna Process and the "10 Salzburg Principles" at the universities-participants of the project. The Russian participants were represented by five technical universities, one of which was the Ural Federal University.

The article summarizes the regional experience in creating an innovative educational environment for the implementation of the programs of the third educational cycle for training of highly qualified engineering cadres, examines the main directions for the implementation of the project, estimates its results.

It is revealed that one of the positive effects of the University's participation in the Tempus project is the actualization of the content of engineering education in the competence ideology, the introduction of training technologies in the formation of soft skills. Infrastructural innovations have become significant results of the project. The implementation of the NETCENG web-platform was a prerequisite for the further development of network cooperation between universities and scientific organizations in the EU and partner countries under the implementation of the third cycle programs. The establishment of the Doctor Engineers in Labour Market (DLM) office has actualized new areas of cooperation between the university and the industry of the Urals region in identifying the needs of the labor market in the competence of highly qualified cadres, prospective studies for R&D divisions, has made it possible to strengthen the role of higher technical education in the region.
