Abstract:
The competitiveness of any country as a whole depends on the quality of education of its citizens. Functional literacy, or functional competence of the citizens of the country is able to guarantee its full development. The term functional competence refers to the ability of a specialist to solve problems. Functional competence turns a specialist into a professional.

Studying the topic, we analyzed the definitions of such concepts as "functional competence", "functional literacy" in order to identify aspects of their consideration in the scientific and methodological literature; the main problems of formation of functional competence of students are described; the supposed methodical aspects of formation of functional competence of students of pedagogical university are presented.

Scientific, methodical and reference literature became the material for the analysis of the concept. During the work on the problem the following methods and techniques were used: analysis, synthesis, induction, deduction, generalization, formalization and classification.

The theoretical and practical significance of the work is to identify the factors of functional literacy of a student of a pedagogical university, a future teacher, such as the ability to see problems arising in educational activities, knowledge of methods and techniques to solve them, the ability to solve problems; ability to constructive interpersonal communication, understanding how to prevent conflict, ability to prevent conflicts; knowledge of ways, methods of self-education, the ability to continuous self-education to boost professionalism; ability to master information and communication technologies (ability to choose relevant information and communication technologies; ability to present information); ability to self-analysis, adjustment of own behavior from a position of professionalism; general literacy, in particular linguistic, mathematical, etc. The functional competence of the teacher must be formed in the process of educational and practical activities systematically and on a regular basis. In this case, the student will be able to acquire the ability to act competently to solve professional problems, the ability to use the acquired knowledge to solve certain problems in the field of teaching.
