Why is the Quality in Higher Education important?
Because the future of the world, of México and Queretaro city depends on our children and students receiving the best instruction. This means that quality education is fundamental and strategic for the economical growing of México.

To achieving the best instruction we need to improve on every part of the complex educational system. Therefore we must analyze the administrative process as a key element to impact academic activities.
Moreover, systems thinking is the art and science of understanding how those elements, which may be regarded as systems, influence one another within a complete entity, or a larger system.
Hence, we propose a practical solution using the system thinking addresing the timetabling problem to help our students, teachers, and the institution ITQ as a whole. On the same way, several authors have demonstrated that artificial intelligence (AI) exceed the capability of workers to perform most routine and repetitive jobs.

To achieve the best instruction we must develop an AI web based system, reduce manual processes and to invest our time in strategic activities in the learning-teaching process. For our institute is very important to change this paradigm. An area coordinator must not justify his job just making manual or repetitive activities. They must be leaders for planning the strategies to develop the best instruction for our students.

Preliminary results show that our system solution for “school timetable” at ITQ can reduce at least 75 % of time dedicated to this administrative process, it improves estimation of the expected population for the period in which you will do the academic schedules and reduces the money spent in this manual and repetitive process.
Finally, the aim of this article is to develop a satisfactory solution (Quality) for all users involved in this administrative process, meta-heuristic base algorithms to assist in the scheduling of timetabling of Industrial Engineering in the Institute of Technology Queretaro.
