Abstract:
The strategy for the development of Russian higher education institutions has a direct connection with the personality of the head of the educational organization and its management team. The modern higher education organization functioning in an open market environment is closely integrated into all processes of both local and global economy, which requires the leader of specific "market" competencies that were previously excluded in the Soviet period. At present, the rector has much more managerial functions, at the same time the requirements to the speed of managerial decisions are multiplying, and the price of managerial errors, including those caused by economic factors, is increasing. All this leads to the fact that the modern sociological portrait of the rector includes not only the characteristics of his professional competence, but also his business and organizational abilities, political culture, moral qualities and efficiency.

In this regard, the creation of a legal model and mechanisms for the formation of the staff reserve of rectors, as well as the improvement of their certification procedure is relevant. In order to determine the main directions for the development of the current system of training the heads of higher education institutions, the weak and strong aspects of the personnel policy of past periods were determined by retrospective analysis, and the findings were used to develop the procedure for attestation and selection of candidates for the staff reserve. The carried out researches by a hermeneutic method, a method of legal forecasting and normative legal modeling have allowed to prepare methodical, normative and legal basis of formation mechanisms of a personnel reserve of heads for the federal educational organizations. The functional analysis of the work activities of the higher education organization heads made it possible to form a sociological portrait of the rector.

As a result of the conducted studies, a legal model for the formation of a staff reserve of managers for Russian higher education institutions, a procedure for attestation and assessment of their professional qualification improvement was developed. The necessity of creating a unified information base of candidates for inclusion in the staff reserve of rectors is substantiated. A proposal for a state information system to support and conduct certification of heads of the federal educational organizations of higher education, including a qualification examination, was formed. The use of information platforms will ensure the prompt and effective interaction of all participants in the relevant process on the basis of the use of modern information technologies.
