Abstract:
The 21st century is understood by its achievements and revolution in human interaction enhanced through digital and internet technologies. It is in this situation that E-learning gained prominence across continents and within countries. Despite the increasing significances, E-learning in Tanzanian Universities and Higher learning Institutions has not been fully utilized. Covi19, the global pandemic, justifies little or no use of digital and internet potentials to enhance teaching and learning. Scholarly discussion on this subject emphasize mostly on evolution, significances, challenges and opportunities created through e-learning. Little is available on the institutional dilemmas in the use of E-learning in teaching and learning. This paper therefore, intends to reveal institutional, instructors’ and students’ contradictory perception and readiness toward E-learning in Tanzania. The study is qualitative, it uses purposeful questionnaires and oral interviews among students, instructors and managements of the Dar es Salaam University College of Education (DUCE) and University of Dodoma (UDOM) to achieve the above stated goals. The paper argues that E-learning is unattainable in Tanzanian universities and higher learning institution if management, instructors’ and students’ attitudes toward E-learning are less transformative.
