SUSTAINABILITY OF INDEPENDENT CAMPUS POLICY IN INDONESIA: IS HIGHER EDUCATION MORE EFFICIENT AND EFFECTIVE?

Abstract:
The consequences of the current expansion of science and technology bring rapid changes in all forms of human life. That impacts how humans continue to look for ways to meet their needs to get a job and reorganize how humans work to put more emphasis on innovation to face today's global challenges. These challenges have received a positive response from many sectors and demanded universities to create a higher education method to meet work demands. Thus, a model is needed to design how university graduates can meet the current work standards to develop an outstanding generation. The answer to that challenge is the Independent Campus Policy. This policy is a model of higher education in Indonesia initiated by the Ministry of Education and Culture (MoE) and addresses sustainability challenges in higher education. This study examines how effectively the Indonesian government's independent campus program is applied to the legal entity of higher education institutions in Indonesia by the reliability and validity of IKU (Indikator Kinerja Utama or Key Performance Indicators) measured by several variables such as quality of students, quality of a lecturer, and quality of the curriculum. This study uses secondary data from 15 top universities in Indonesia with 500 respondents. The results showed that the dimensions of student quality, lecturer quality, and curriculum quality were robust measurements to reflect the variables positively, validly, and significantly, supported by indicators from each aspect. This paper contributes to the knowledge that the independent campus program substantially influences the efficiency and effectiveness of the student teaching and learning process based on the Confirmatory Factor Analysis (CFA) and Structural Equation Model (SEM). Another significant contribution of this result is developing student creativity, lecturer capacity, personality, needs of the world of work, social interaction, collaboration between study programs, and achievements.
