Abstract:
The topic is relevant as it presents a way to integrate the Code of Conduct for the Recruitment of Researchers and the European Research Charter in international projects, respecting all the basic principles and requirements that define the roles, responsibilities and rights of young and distinguished researchers in international research consortia. The point of view of employers and / or funding organizations in the European Union is also taken into account.

The subject of research is the relationship of researchers, PhD students and post-PhD students, on the one hand, and employers / funding organizations, on the other hand, on the generation, sharing and dissemination of knowledge about technological development. Opportunities for career development through participation in international research consortia are presented.
The object of research is the assessment of academic and professional qualities, incl. the informal qualification of young and distinguished university professors and researchers in the context of international professional mobility.

In the center of discussion is the question of whether research merit should not be evaluated both qualitatively and quantitatively, with a focus on outstanding results within a diverse career, and not just on the number of scientific publications. The importance of the different indices needs to be properly balanced within a wider range of evaluation criteria, such as teaching, leadership (mentoring), teamwork; knowledge transfer; research and innovation management; and information activities for all stakeholders. In the case of applicants with longer professional experience, special attention should be paid to the contribution to patents and inventions.

The paper results are related to the described practices for recruiting teams, as well as the requirements for the candidates depending on the profile of the position in the research consortium. The “competence model” is applied, outlining the framework for career growth based on the vision, the common goal and priorities in the development of a digital NI network. The establishment of an international consortium for DIGITAL SCIENTIFIC INFRASTRUCTURES AND TECHNOLOGICAL SYSTEMS related to a clean and secure environment is presented as proof that the progress of any society. It is related to the need to ensure equal research in young people and researchers: all areas, equal access to resources, effective participation in decision-making, mobilizing the potential and talent of all.
