Abstract:
The paper examines the reasons why Total Quality Management does not apply to Greek Higher Education. One very important reason is the resistance to change. Quality evaluation is not accepted either because of inadequate staffing or in response to any kind of change.

More specifically, the change factors named routine seeking; Emotional reaction; Short-term focus; and Cognitive rigidity towards the principles of Total Quality Management in Greek Higher Education are examined.

The study involved 146 Higher Education students who were asked to answer to what extent these factors impede both the competitiveness and effectiveness of their Institution.

The results have shown that while all stakeholders are demanding Quality they are not prepared to lead or leave senior management down this road.
