Abstract:
Introduction:
Inclusive information and globalisation make all spheres susceptible to changes bringing open and dynamic patterns to them. Rampant IT development explores new horizons with globalisation giving a common ground to different countries and continents. The research investigates into Russian and Chinese cases and analyses national policy features in higher education of two global community key players. It focuses on their relations in terms of educational issues from 1990 to the present through the prism of globalisation.

Purpose:
The purpose of this study in relation to the problems of higher education in the globalizing world is to analyze the legal framework of bilateral relations between Russia and China in the field of education. This study is aimed at obtaining more detailed information about the main aspects of the content and organization of the educational process, including examples of double bachelor's and double master's programs in one of the leading Universities of the Russian Federation, RUDN.

Methods:
To study the experience of the organization, as well as determine the specific features of the functioning of the education system, the method of political and legal analysis was used. The method is based on the study and systematic analysis of normative legal acts in the field of educational policy issued by public authorities that establish the organization and activities of educational institutions. The comparative method is used to identify peculiarities, similarities and differences between Chinese and Russian educational systems as well as to cover their substantial and functional issues. Comparative methods were also used to identify the main ways of regulating educational policy in Russia and to compare this practice with international experience. The historical method is meant to study the development of educational institutions in Russia and China. The political and legal analysis is used to tackle legal aspects of the problem.

Results:
The comparative study arranges data referring to the state educational paradigm of two countries. This paradigm helps examine into educational opportunities and prospects along with the state maturity level. The strategic objective of education implies better living standards. The analysis of educational regulatory documentation unveils key aspects for further progress in student exchange projects as well as in general academic and educational issues. An accumulated experience and expertise set certain trends and form a range of guidelines to improve and boost work efficacy in the field of education and student exchange practice that in the future will provide highly qualified specialists vital for rapidly developing economies of Russia and China.

Conclusion:
Political and legal conditions influence the state and determine the development trends of the education system. The study of the problem allowed to identify the objective tendencies in constructive legal regulation in the field of building educational relations on the basis of partnership between the Russian Federation and China. Education is a factor of consolidation and development of society on a planetary scale. To date, the process of building constructive relations on the basis of partnership between Russia and China continues.
