Abstract:
Introduction:
The article emphasizes analysis of modern education policy features, while the focused unified states are considered within the framework of international organizations. The structure of the article is represented by the following: the legal issues of professional training in member states of the European Union are revealed, integration challenges in the educational sphere are focused on and the role of the ideological component is exemplified.

Purpose:
This research seeks to provide detailed information on the main content aspects and organization of the modern European education and training system, including the mutual recognition of professional education diplomas, the process that is aimed at higher standard of living for young European citizens.

Methods:
The method of political and legal analysis is used to study the EU experience, as well as to determine the specific functioning features of the respective education system. The method is a study and systematic analysis of the set of legal regulatory acts of the EU educational policy, that are issued by public authorities, streamlining organization and activity of educational institutions. The research also employed comparative method, that allows for identification of the general and specific trends of the objects in question. The method helps to assess the existing realities more objectively and to determine the development patterns of the modern education system.

Results:
The state and trends in development of the education system are determined by historical, economic, political and social factors. The European education system undergoes significant structural, substantive and functional changes, considering transformation of modern society, globalization of economic and information processes as well as migratory flows intensification.
The European Union is pioneering in the implementing of new educational technologies. Education policy direction emphasizes measures aimed at increased access to education for all demographics, as well as to the introduction of new technologies and teaching methods. This policy affects not only "physical exchange", but also "virtual" communication, using the cutting-edge solutions of information and communication technologies, for example e-learning systems, which gained popularity worldwide.

Conclusion:
The most efficient unification of education systems can occur only in the territory of states that form unions within the framework of international organizations. The high-priority objective to unify and to remove barriers to integration in the educational sphere are the hallmarks of modern regional cooperation. The EU is the key example of this process, the Union is the most consistent in implementing this type of cooperation. It is important to note that there is high level of increased intersection of the process of education with the cultural development in the European Union. Education is the system of values that unifies all the nations of the world. The gradual development of the EU illustrates that the idea of integration of this regional association has always been based on the need to meet higher demand for qualified employees, that would provide necessary contributions to the strengthening of the regional intellectual potential.
