IMPACT OF THE EMPOWERMENT OF PROFESSORS-RESEARCHERS ON THE DEVELOPMENT AND INNOVATION OF THE MEXICAN STATE PUBLIC UNIVERSITY EDUCATIONAL SYSTEM: CASE OF UABC RESEARCHERS

Abstract:
In our days, education systems have been affected by the current global pandemic situation. The current uncertainty has led to the establishment of new challenges focused on maintaining the quality of education and the services that universities in America offer to their students. As a consequence of the economic impact, professors university dedicated to research, innovation and development is now an even more important factor, not only for the generation of knowledge and research, but it is now the key element for promoting towards the sustainability of higher education systems. Given this premise, the present research proposed is to identify the impact of the level of empowerment of the university professors-researchers dedicated to develop research in the sense of the generation of human or economic resources. For this project the Autonomous University of Baja California has been considered. The methodology used considers three stages: the first stage is the identification and grouping of researchers recognized in the National System of Researchers of Mexico (SNI) as well as their academic productivity related to the direction of students and administration of grants. The second stage is based on identifying and classifying the university human factor recognized by the Faculty Improvement Program (PROMEP) as well as its academic productivity related to the direction of students and administration of grants. The third stage is based on determining the degree of correlation between the SNI and PROMEP granted by university researchers and the impact on the level of generation of human or economic resources obtained by accessing national and international programs of innovation, knowledge and technology. Results show that the University of Baja California (UABC) as a state public university, has 6,270 teachers of which 1,563 are full-time professors-researchers, of which 34.5% have SNI recognition divided into seven research areas, and 55.83% have the PROMEP recognition.Despite seeming to be a low percentage of full-time profesors-researcher recognized by SNI and PROMEP to deal with grants, there is evidence of the high value of full-time professors-researches focus on the development of innovation that impact on patent applications and granted patents, as well as the generation of human resources through investigations of local, regional, national and even international relevance. The impact mentioned represents that a recognition of PROMEP means annual grants of $200,000 for fult-time professors, the recognition of SNI means annual grants that are between $150,000 to one million, which can be translated in the benefit of the UABC. As a conclusion, is possible to enssure that the correlation of the reconitions SNI and PROMEP impulse the development of the university as well as their impact in the innovation a development of knowledge.
