A PROPOSED MODEL FOR IMPROVING THE EDUCATIONAL TRAINING DEPARTMENTS AT PUBLIC EDUCATIONAL INSTITUTIONS

Abstract:
The aim of this study organizational development at the educational training departments, by investigating their organizational reality, the challenges they face, and the suggestions that can contribute to their organizational development. This study also provides a proposed model to the organizational development of these departments in the light of the study theoretical and field results, and the principles of the total quality management.
To accomplish those objectives, the study used analytical descriptive approaches depending on the following tools:
1.A questionnaire designed to examine the organizational reality, the challenges and the suggestions. This questionnaire consists of (70) statements distributed on three axes: the first is the organizational reality, which has two dimensions: the organizational structure, and the organizational climate (leadership, communication, stimulation, and evaluation). The second is the challenges and the suggestions.
This questionnaire was distributed to all the women working in the female department of educational training in Saudi Arabia.
2.The Delphi Technique to come to a communal vision ,through research tours, with 16 educational experts from university professors and high officials in the Ministry of Education to inform a proposed model for organizational development of educational training administration.
For statistical data analysis, the study used several methods such as: frequencies, percentages, arithmetic means, Pearson's coefficient, Cronbach's Alpha reliability coefficient, ANOVA and Scheffe's test.

Results:
- There was an average level of agreement on the applicability of all the statements related to the reality of organizational structure . - There was an average level of agreement on the applicability of all the statements related to the reality of organization climate, the dimension of (leadership, communication ,stimulation and evaluation)
- There was an average level of agreement on the applicability of all the statements related to the challenges that face the female department of the educational training, except the five statements where their agreement level was high. - There was a high agreement level on the importance of all the statements of the axis of suggestion that can contribute to the organizational development of the educational training departments.
The study, depending on the communal support vision of the educational experts, developed a proposed model for the organization development of the female department of the educational training in Saudi Arabia. This model contains five major stages:
- The First stage: diagnosing the status quo which involves the analysis of the reality of the educational training departments and the challenges they face.
- The Second stage: identifying a development strategy which involves four main axes:
a. Leadership. b. Strategic planning. c. Human resources management. d. Quality system.
- The Third stage: identifying a development agent.
- The Fourth stage: the implementation of this development plan which goes through three phases:
a. preparation. b. Experimental application. c. Generalizing the application.
- The Fifth stage: evaluation and Follow up.
