Abstract:
The main goal of this research is to identify the impact of effectively using of educational technology tools and learning platforms, which are available at CCQ especially, the Learning Management System (LMS) or in our CCQ case the Blackboard system with the impact of its using for the outcomes on teaching and learning for both educators and students too.

In order to reach the research goal, this work attempts to identify, clarify, and update the impact roles of the Learning Management System (LMS) can play in the teaching and learning process. Although it is extremely noted that the LMS implementations have been examined in detail over the past twenty years, the emergence of Next-Generation Digital Learning Environments (NGDLEs) demonstrates to forward-thinking faculty members and teachers should first revisit the impact that LMSs have had on teaching and learning in order to better inform future points of views or perspectives. Rather than recapitulate the ongoing and often unplanned approaches that continue to characterize many LMS implementations.

From this point of views the educators need to develop Specific, Measurable, Attainable, Realistic and Time-bound (SMART) goals, in order to better evaluate the adoption, integration, educational effectiveness of NGDLEs and LMSs.

The crucial question here is:
1. Where are we currently? How is our institution currently using (or not) LMS system/its features available?
2. What gaps are there between what our plans for the future of our academic programs and the usages/capabilities of our LMS?
3. How does/doesn’t our LMS assist/enhance these academic goals and plans?
4. What are the current major problems faculty experience using/integrating LMS into their practice?
5. What features should a new/enhanced LMS have?

Extreme intensive training courses for professional development program (PDP) and training courses on using the LMS (Blackboard) for all educators are supported to get a clear image of all factors, which can play an important role in improving impact of effectively using of LMS. However, cleared strategy and criteria for measuring the effectively usage of LMS by all educators are created. Finally, based on analysis of Blackboard Results, Blackboard training courses surveys and Instructor's feedback, the improving or upgrading of Bb criteria, training needs are done.
