Abstract:
In the marginalized communities of the Mixteca Region of the state of Oaxaca, young students who finish their basic education level (Primary and secondary school) face challenges when they want to self-employ to improve their quality of life. As one of the linking actions between Technological University of the Mixteca (UTM for its Spanish initials) and the marginalized communities, the project called "Educational and cultural promotion in marginalized communities" has been designed, which aims at training through the use of Information and Communication Technologies (ICT), to train graduates of technical secondary education who have interrupted their formal education and who are part of communities that are considered to be highly marginalized. The purpose of the project is to provide technological tools and knowledge of administrative processes that usually occur both in the life of a company and in the activities of public institutions. The community of Santos Reyes Yucuná, Oaxaca was chosen to carry out this project because it is a community considered highly marginalized according to the INAFED National Municipal Information System. This community agreed to link up with the Technological University of the Mixteca to implement the project. The characteristics of the community of Santos Reyes Yucuná must be considered, such as that its population is ethnolinguistic (they speak the Mixteco language), the majority of its young inhabitants only attend the basic school level (Primary and Secondary school), its main source of work is agriculture and there is a high level of migration to other states such as Monterrey, Guadalajara and Mexico. Due to the above, with the implementation of the project in the community, the intention is to encourage the population to improve themselves and obtain better jobs without the need to emigrate to other states. However, cultural factors of uses and customs that generate barriers in continuing education have been detected, mainly affecting the female gender and giving rise to training actions to strengthen human relations in marginalized communities.
