Abstract:
Context:
While educational technology (EdTech) promises to expand vocational education and training (VET) access globally, the structural and financial failure rates of transnational partnerships remain high.
Aim:
This presentation introduces a strategic framework—the Commercial-Regulatory Alignment (CRA) Framework—to address the non-technical barriers to EdTech adoption and VET deployment in international markets.
Methodology:
The CRA Framework was developed and validated through a four-year comparative case study analyzing the performance metrics of three distinct Australian VET alliances in Asia and the MENA region.
Findings:
Success is determined less by the quality of the technology and more by the partnership's capacity for resilient financial models, effective intellectual property (IP) governance, and adaptive regulatory compliance.
Conclusion:
The CRA Framework provides a repeatable, scalable blueprint for education professionals and technologists, ensuring VET development projects are not only technologically innovative but also commercially and developmentally sustainable.Keywords:
