A SURVEY FOR POLICIES AND STRATEGIES FOR ICT IMPLEMENTATION IN THE LEARNING PROCESS

Abstract:
The main objective of the paper is to provide a survey and analyze the results for establishing appropriate policies and strategies focus on increase of Information and Communication Technologies (ICT) in learning process. The target groups of survey are clustered in three main groups: teachers, administrative stuff and students. To achieve that goal, we have used a method of questions, where answering and collecting the answers allows us to apply the necessary analysis and conclusions. For scoring Mean Opinion Score (MOS) was used and each users was asked to provide the score under each parameter with 0 (unsatisfactory) and 5 (excellent) as minimum and maximum scores respectively. The results of the survey based on 441 answers from teachers, administrative stuff and university/undergraduate and graduate students.

The construction of the text inquiry has been based upon the standard “6 - models” belonging to TSS (Testing Service System), proposed by the company TestCraft. The principle is based on six core activities: collecting questions; construction of the questions and their answers; compilation of inquiry; management of inquiry; analysis of the results of the inquiry and measuring and assessing the gravity of inquiry. The transfer of results to Excel provides an excellent opportunity for automatic visualization and graphical data processing.

The strategies required for the implementation and proper use of ICT in a learning process, according to the study, consist of the following:
1. Equipping with modern computer systems and deploying free and efficient Internet access throughout the installation.
2. Creating infrastructures in classrooms (broadband internet, video conferences, etc.).
3. Continuing training on Web 2.0 Technology (capabilities, functions and deployment strategies) depending on difficulty levels.
4. Changing the way of thinking (teachers, students, administrative workers, etc.).
5. Creating a Department to support the use of ICT in the School
6. Increase co-operation between the various participants in the learning process in the usage of information and communication technologies.
7. Creation of focused points in all administrative and pedagogical sectors of the Higher Education Institution.
8. Promote good will for excellence in the institution.
