Abstract:
The significant surge in the design and implementation of computer and telecommunication technologies in the country's education system took place in connection with the implementation in recent years, a new model of the formation of a contingent of students and credit technology of instruction.
Upgrading of the existing models of education management serves at the present stage the most important task and one of the priority directions of modernization of education management. Law of the Republic of Kazakhstan «Education» has outlined the main priorities in the higher education system, including the continued expansion and effective use of national and global information resources, to develop specialist skills in the future of search and the correct processing of information in dealing with professional problems, the introduction of advanced information technologies in all areas of the modern Higher Education.
The relevance of the introduction of electronic document management and teaching process in educational institutions of Kazakhstan is due to the increasing role of modern information technologies in the educational activities in Higher Schools. Here are some of the objective features that influence the development of the system:
• large volume of incoming and outgoing information used in the university;
• organization of continuous information exchange among university units;
• the need merging of information resources in a high school education resource for analysis and monitoring;
• the need for a continuous transformation of information resources;
• awareness of some aspects of university life (holding competitions and meeting of shareholders, the entrance examination, courses and other events).
The design of the open information systems within the framework of formation they require principally different systematic and technological approaches, are superimposed essential requirements for the knowledge and skills of specialists, which negatively affects the effectiveness of control of formation system. Problem is the practical impossibility of the universal training of the managers of formation, capable of complexly using advantages of information technologies in the curriculum, extracurricular , organizational and pedagogical activity.
In our view, is necessary the association of information resources and technologies, used in all areas of the activity of Higher Education, into one standardized and harmonized complex as “1C: Enterprise 8.x”.
As the «1C: Enterprise 8.X» includes a platform and applied decisions developed on its basis, for automation of activity of organizations of any type.
The offered approach is the use of a harmonized unified complex as «1C: Enterprise 8.X» provides a gradual transition from information systems based on OS Microsoft Windows to information systems on the basis of modular certificated software.
