CAREER AND LANGUAGE TRAINING OF THE CZECH MINISTRY OF DEFENCE SECTOR OFFICERS FROM THE ECONOMIC EFFECTIVENESS POINT OF VIEW

Abstract:
This article focuses on current state of career and language training of officers of the Czech Ministry of Defence sector and their possibilities of the training to achieve required state from the economic effectiveness point of view. Both career and language requirements create qualification requirements which are one of the attributes of any systemized place in the organizational units’ structure of the Ministry of Defence sector. Considering the sector conditions, their fulfillment is necessary for succession planning which is closely connected to the setting of professional soldiers’ rankings in the career management system to systemized places, appointment to higher ranks and employment extension. By the amendment of the Act No. 221/1999 Coll. On Professional Soldiers from 2015 and by other relating sector documents was set that the career management guarantees to appoint already trained soldiers. To those, who do not fulfill qualification requirements, not even in current service placement, will be given a period of time to fulfill the requirements up to 2019. In 2019, the state of career and language training would correspond to the requirements which are set for systemized places in the organizational units’ structure of the Ministry of Defence sector.
Considering that up to now more than one half of professional soldiers do not fulfill the qualification requirement level set for systemized places and the capacities of structural education facilities are limited, the defence sector faces a difficult task. There is a possibility to choose between full-time and combined career and language courses and considering the language training there is also the possibility of language training within the army units or motivation to self-study. The defence sector will have to deal with short-term increase of personnel to cover the needs or to use external providers to cover required services. The matter of economic effectiveness is crucial when managing the properties and means of the state. Considering the economic effectiveness and rationality from the economy theory point of view is crucial to decision making about the optimal use of sources. Thus the following article introduces a model created with the aid of the analysis Activity Based Costing. This model will help us to uncover the expensiveness of particular options of the career and language training ensuring, to consider the options of required qualification of the defence sector of the Czech Republic officers ensuring and subsequently it will be possible to effectively decide about their ensuring.
