Abstract:

Public sector innovation has become a key driver of administrative modernization, particularly in the context of increasing complexity, digital transformation, and multi-level governance. However, the development of innovation capacity within public institutions remains uneven, often constrained by limited analytical tools, insufficient training, and fragmented institutional practices.

This paper proposes a research-based learning approach to developing innovation capacity in the public sector, grounded in the design of a postgraduate professional training programme for adult learners (continuing education). The programme is aimed at updating and strengthening the knowledge and skills required for innovation management within central and local public administration in Romania, targeting both senior and operational public officials involved in innovation-related functions.

The programme is developed in accordance with the Romanian Methodological Framework for Postgraduate Professional Training Programmes for Adults, approved by Order of the Minister of Education no. 4148/2025, issued under the Higher Education Law no. 199/2023. The research methodology is based on a mixed-methods approach, combining literature review, comparative analysis of OECD practices, case studies, and empirical data collection through questionnaires and semi-structured interviews. Training needs and content priorities are further refined using insights derived from institutional reports and national policy frameworks on public sector innovation.

The proposed training programme includes modules focused on innovation policy design, organizational change, collaborative governance, digital transformation, and the use of data and emerging technologies in decision-making processes. Its relevance lies in addressing concrete competency gaps identified within public administration and in promoting innovation as a structured and manageable process.

Preliminary results suggest that participation in such programmes can contribute to the enhancement of both individual and collective human capital, strengthening analytical, strategic, and collaborative competencies related to innovation. Furthermore, the approach supports the development of a more coherent and sustainable innovation capacity at the institutional level, facilitating the adoption of innovative practices across the public sector.

The paper concludes that integrating research methodologies into postgraduate training programmes provides an effective mechanism for linking education and research, while contributing to the consolidation of innovation capacity in public administration.
