Abstract:
The problem of unfair loans acquires special relevance in a century of development of information technologies. The existence of easy electronic access to scientific sources, created by other scientists, generates temptation at some students and applicants of academic degrees to use results of their intellectual work. In some countries, for example, in the Russian Federation, the special system of measures of fight against plagiarism in an education system is developed. It is based on the idea that plagiarism, first of all, is the phenomenon deserving a negative ethical assessment. Plagiarism is the fact that trained or the applicant of an academic degree has no the required professional qualifications. He cannot conduct research independently and represent the results in the form conforming to requirements.

The purpose of article is to analyze the effects and consequences of the fight against plagiarism as a result of interactions of two actors: The Ministry of Education and Science of Russian Federation (represented by subordinated institutions) and public (nongovernmental) organization "Dissernet" (http://www.dissernet.org).

Methods:
For the solution of research tasks content analysis (including statistical analysis), comparative analysis, case-study and interpretation are used.
The official documents of the Higher Certifying Commission (HCC) of Ministry of Education and Science of Russian Federation obliging dissertation councils to carry out an inspection of theses on plagiarism existence are analyzed. Steps of verification of the thesis on use of the borrowed material by the special commission created by dissertation council after placement of the text of the thesis on the official site of the organization on the basis of which the dissertation council is created, and on the website belonging to the Higher Attestation Commission are characterized. The public organization "Dissernet" successfully initiates procedures of deprivation of scientific degree of scientists in which works on the basis of content and textual expertise plagiarism is found. On the basis of case-study methodology on a concrete example, procedure of deprivation of degree of the applicant is characterized in whose work plagiarism is found. The authors place graphical statistics for the period 2012 - 2016, according to which the Ministry of Education and Science has deprived academic degrees thanks to efforts of "Dissernet". At the level of training of masters the regulations of universities ordering to carry out an inspection on existence of plagiarism in master theses are analyzed. On the basis of the analysis of empirical data methods which are used by students in hope to deceive electronic system of check "Antiplagiat" system are shown.

At the end of article the conclusion is drawn that use of the electronic "Antiplagiat" system has considerably increased the responsibility of undergraduates and applicants. They began to analyze more scientific sources, but not to import extracts of the text from others works.
