Abstract:
VŠB-Technical University of Ostrava with its seven faculties plays an important role in the educational process in the Czech Republic and is also heavily involved in science and research. The Faculty of Civil Engineering, being a part of the Technical University of Ostrava, has been cooperating in several national and international projects and deals with important research tasks in the basic and applied research.
The Faculty of Civil Engineering at the Technical University of Ostrava is also involved in activities carried out by CIDEAS (Centre for Integrated Designer Advanced Structures): the faculty teams of experts investigate into various technical issues, technologies and procedures needed in practice. CIDEAS operates in all Faculties of Civil Engineering in the Czech Republic. This means, the teams consist of experts from Prague, Brno and Ostrava. The team members are mostly PhD students led by their tutors.
Results and outcomes in R&D are used by organisations which co-finance CIDEAS for their needs. This is, in particular, the case of the applied research and the results are used mostly in building production.
The results are also presented immediately in education as new advanced procedures or technologies. Thanks to this feedback, the bachelor and master degree students are informed about latest R&D results in the Faculty of Civil Engineering. They have also a chance to share their knowledge and support CIDEAS within the student competition - SVOČ (R&D for students).
An example of the CIDEAS results being applied in practice is the risk analysis which has been included into education in master programmes as well we into curricula of educational courses organised for sworn experts. The results are almost fully used in the study programme No. 228-0304 – Theory of Decision-making and Risks of Constructions.
Methods used for the assessment of structures and building were investigated with the aim to evaluate the application of risk analysis tools in practice. A particular attention was paid to sworn expert assessment. The applied multi-criterion assessment was based on the principle of both constant and variable weights of specific factors. The results were processed in a standard analytical way: either by the risk assessment method or by the probabilistic method, this means by the histogram multiplication approach.
Another application of the risk analysis tools was analyzed in terms of the assessment of structures and buildings. The objective was to determine damage to building structure and identify reconstruction and improvement costs. In this case, full applicability and usability in practice were of key importance. Another pre-requisite was simple data processing as well as simple and clear data collection.
The method can be used by sworn experts in preparation of their opinion. In those areas it is required to determine the costs of damage caused to a known structure or building by external influences. The expert, this being, in particular, the case of a sworn expert, is often required to express such damage in financial figures. Insurance business or construction assessment experts often use the term “a time-related price" - this means the price after amortization. Wear and condition of the construction at the moment of assessment are often considered there.
