Abstract:
Management of municipalities is a relatively complex task. In the Czech Republic, there are more than 250 legislative norms (laws, implementing decrees, adjudications, etc.) which regulate and govern the activities of municipality representatives. On top of it, also topical resolutions of the EU, Czech government, regional government and other relevant authorities, as well as demands of inhabitants living in the villages, towns and municipalities influence their long time and short time plans and operations, too. We have designed and realized an e-learning course focused on managerial aspects of fulfilling the functions of mayors and other members of municipality councils of small municipalities (with population lower than 5000 inhabitants). The course consisted of the following modules titled: Management, Marketing, Economy of Municipalities, Legislation, EU funding, Use of ICT, and Time Management. The course was drafted, actualized and tested with participation of mayors of ten villages. The mayors participated actively also in a special workshop which was focused on applicability of the knowledge and experience gained during the e-learning course testing.
