Abstract:
Recent developments in HE and quality assurance has driven the HEIs to adopt institutional evaluation mechanisms that are evidence-based, output-oriented and widely use quantitative data, performance indicators and benchmarks. Georgian institutional accreditation standards (introduced in 2017), based on ESG-2015 set the demands high for Georgian HEIs. The demand for quantitative data collection and analyzes was novice for Georgian HE system and appeared to be problematic for most of the HEIs, due to lack of experience in data collection and usage.

The article discusses the case of developing institutional effectiveness evaluation process and its relevance to the quality assurance system at Ivane Javakhishvili Tbilisi State University (TSU), which is based on the collection and analyzes of the data, using metrics and weighted indicators, as well as the satisfaction levels of interested parties for the purposes of evaluating effectiveness on the educational programme, faculty and institutional level and covers every activity undertaken by the university.

The main driver for developing this project was the need for holistic, evidence-based evaluation of the institutional performance (IQA), fostering continuous development through proper and timely evaluation of possible challenges. So, it correlates to the Strategic Development Plan of the University as well as its participation in several rankings, and internal and external quality assurance requirements. The metrics, methodology of assessment and electronic software were designed for these purposes.
