Abstract:
The research aimed to "analyze the best practices related to the methodologies, procedures and conditions used in the implementation of the degrees that offer the “Escuela Superior de Comercio y Administración Unidad Santo Tomás (ESCASTO)” and the “Escuela Superior de Turismo (EST)” in the distance modality, through a diagnostic study, all with the intention to propose a methodology to create a new degree in the “Unidad Profesional Interdisciplinaria de Biotecnología (UPIBI)”.

This arose from the need to expand the coverage of higher education, and to the guidelines established in the UNESCO conference in 1998 to promote forms of learning supported by the use of information technology and communication, among other. The use of ICT facilitates students use the time of transfer to a school and use the time to bond with the productive sector.
Consideration was also given to issues such as: 1) Higher education captures only every four young people between 18 and 22 years of age (OBD, 2007-2012). 2) Among the reasons for low enrollment and desertion of students in higher education is the insufficient number of programs that facilitate the simultaneous exercise of study and work. 3) The “Unidad Profesional Interdisciplinaria de Biotecnología del IPN”, teaches five degrees in the attendance modality, and has the need to implement programs in the distance mode.

The method used was benchmarking which is an evaluation method which fundamental technique is the comparison and is developed through theoretical discussion of specific case studies. In this case, the implementation of programs of study in distance mode was taken from both ESCASTO and EST. Benchmarking types are internal, competitive, functional, or generic, performance, and strategic processes. Benchmarking of processes was chosen because to get the desired information requires the participation of experts as well as the leader and the process team, is people who actually perform the tasks.
Some of the best practices found were: In ESCASTO as EST, have the same authority figures, it is provided training to the various players in the virtual campus, it is use different media to be in contact with students, there is a methodology to select teachers authors of the materials, it is verify the consistency and relevance of digital learning materials to ensure the support of the academy to the method of courses, flexible schedules.
