Abstract:
The aim of this research was to determine the impact of the contributions in science and technology at the “Instituto Politécnico Nacional” in relation to the National Policies during the period 2002-2011.

The research was ex-post facto, due to the way information was obtained. The annual reports of the General Direction of the IPN were reviewed, as well as institutional statistics, and interviews were conducted with areas of central coordination. It was also analyzed the records of the various programs of the National Council of Science and Technology (CONACYT) where the Institute is involved.

The research in scope and method corresponds to an evaluation whose parameters were:
1) national policies
2) the status of the results of the basic indicators selected in 2002.

The impact in this paper is understood in two ways, which are complementary, in one way, Valverde (1998) who mentioned “an impact is a permanent social change in the condition of the people with whom we work or the environment in which we are involved (soil, water, forests, animals, flowers, plants, rivers, etc). It is a change in the conditions of access and control of individuals or groups of people, and environmental conditions that increase or decrease your chances of surviving and reproducing…”, and in the other side the definition that says, ”The organizational impact can be defined as the change generated in the organization as a result of innovation…”

Some of the results obtained were: From the twenty institutions with more articles published in journals indexed, nationwide, during the period 2003 -2009, the National Polytechnic Institute issued 5,646 publications and ranked third after the National Autonomous University of Mexico and the Research Center for Advanced Study in the same Polytechnic Institute, and was followed by the Autonomous Metropolitan University ranked in four place and where 4524 articles were published. The total number of publications from the 20 top publishing institutions amounted to 61708 publications during the seven year period. The Polytechnic Institute contributed to 9.14%, and together with the CINVESTAV scientific production was 22.18%.

The overall increase in the number of researchers who participated in the National System of Researchers in the period 2004 -2011, was 47%, and the annual increase from 2004 was 23.11%, 5.12%, 16.86%, 14.68%, 5.36 %, 4.21%, 1.55%, which amounted to a total of 70.89% which is a substantial increase and of big impact to satisfy public policies to meet such period on boosting research nationwide.

In conclusion innovation policies and strategies to achieve corporate goals and the related national policies in the field of the development of research and technological development have favored the impact of the results for social benefit as well as institutional level for all stakeholders involved in postgraduate and undergraduate and in the number and quality of scientific, technological and social research programs.
